Number of Vacancies: The Department of State maintains a rank-order list of eligible candidates to fill entry-level Foreign Service Office Management Specialist vacancies. The specific number to be hired depends on the needs of the Foreign Service.

Area of Consideration: All sources

Location: Initial assignment will be to the Department of State in Washington, D.C. for training and orientation, followed by an overseas or domestic assignment of two years. Additional training in language or other required skills (depending on onward assignment) might further extend the time spent in Washington. Foreign Service Office Management Specialists normally spend most of their careers abroad, moving to new assignments at intervals of 2-3 years.

DESCRIPTION OF DUTIES

Foreign Service Office Management Specialists are appointed as Foreign Service career candidates with the Department of State. Duties vary greatly depending on the size of the post and the particular position to which assigned. A strong command of the English language, superior office management skills and in-depth knowledge of office computer software are essential for this position. Foreign Service Office Management Specialists are frequently called upon to perform a variety of special duties in addition to regular functions. Basic duties may include the following:

* Office Management: establish and manage office procedures in coordination with the supervisor and office staff; schedule office events and track deadlines; manage and maintain office filing system; monitor administrative requirements of office and coordinate administrative matters with other offices; be familiar with word processing, databases and spreadsheets and be able to operate office equipment (PCs, faxes, phones, copying machines, etc.).
* Administrative Support: make official travel arrangements and prepare travel vouchers; prepare time and attendance records for supervisor and office staff; order office supplies and equipment and organize repairs of office equipment.
* Secretarial Support: type cables, memoranda, letters, diplomatic notes, briefing papers, etc.; draft routine correspondence; proofread documents received from other offices for supervisor's signature; organize and prioritize documents directed to office; receive visitors; screen and facilitate telephone inquiries; make appointments for supervisor; open and distribute mail; file, make copies and perform other secretarial duties as assigned.
* Conference and Visit Support/Representational Functions: work with visit control officers to plan and coordinate official conferences and high-level visits; provide administrative and secretarial support to high-level VIPs visiting the host country; coordinate official representational functions (prepare contact/guest lists and invitations and track responses).

OFFICE MANAGEMENT SPECIALIST CAREER

Foreign Service Office Management Specialists serve at U.S. embassies, consulates and other U.S. missions abroad as well as at the Department of State in Washington, D.C., the U.S. Mission to the United Nations in New York, and the Florida Regional Center in Ft. Lauderdale, FL. Assignments can vary from working in a Political or Economic Section in one mission to working in the Management or Public Affairs Section in another. Positions of increasingly higher responsibility are achieved as a result of competitive promotions that are earned through quality performance. As a Foreign Service Office Management Specialist proceeds along a career path, future assignments can lead to the Executive Office and the position of Office Manager to the Ambassador or to a special assistant position working with a high-ranking official in Washington, D.C. Whatever the position or nature of duties, Office Management Specialists will have a rich opportunity to make valuable contributions to their country while leading professionally and personally fulfilling lives.

All newly-hired Office Management Specialists enter at the junior level as career candidates and are expected to follow a structured career path extending over a period of years. Duties may vary greatly depending on the size of the post and the requirements of the position. A strong command of the English language, superior office management skills and in-depth knowledge of office computer software are essential. Professional-level speaking ability in a foreign language, especially a world language or a critical need language, is not required for entry. However, it is required for advancement to the highest ranks in the office management specialty.

SPECIAL CIRCUMSTANCES

Foreign Service Office Management Specialists are an essential part of an overseas mission. It is not uncommon to work extensive overtime because of the political climate of the host country, official visits or an unexpected event. On a rotating basis, Office Management Specialists may also be required to serve as "duty Office Management Specialist" (on call after hours for a week at a time) to provide urgent support to any office in the mission. At small posts, Office Management Specialists may also be required to serve as Information Systems Administrators or as back-up Information Management Specialists (handling official telegraphic messages and diplomatic pouches).

INITIAL GRADE/ADMINISTRATIVE PROMOTION/TENURE

Newly-hired Office Management Specialist career candidates are assigned at the FP-07 level. The specific step (or salary) within that level will be determined at the time a firm offer of employment is made. Federal Civil Service employees who are appointed as Office Management Specialist career candidates without a break in service will also be assigned at the FP-07 level. Specific step (or salary) for these career candidates will be set at the nearest possible salary rate of their previous grade.

After 18 months of service, FP-07 Office Management Specialist career candidates are administratively promoted to FP-06 upon confirmation that their performance has been satisfactory or better.

Foreign Service Office Management Specialist career candidates are considered for tenure (career status) after they acquire a minimum of two years of experience in the Foreign Service. A Tenuring Board recommends tenure based on demonstrated ability to perform satisfactorily and the potential to perform at higher levels. If tenure is not granted during the first review, a second review will be made one year later.

COMPETITIVE PROMOTION/WITHIN-GRADE INCREASES

After one year at the FP-06 level, Office Management Specialists are eligible to compete for promotion to FP-05. Subsequent promotions are also competitive. Promotion panels recommend promotion based on published Precepts and Decision Criteria. Performance is evaluated annually, in writing.

In general, Foreign Service employees with good performance receive a within-grade increase annually up through step 10 of their specific level, and biennially from step 10 through step 14.

ORIENTATION/TRAINING/ASSIGNMENT

Newly-hired Office Management Specialist career candidates are initially assigned to Washington, D.C. for a three-week orientation followed by a three-week Office Management Specialist training class and a two-day security seminar. Additional training may include language training (depending on the requirements of the first overseas post), area studies (an intensive study of the region of assignment), etc.

Notification of the location of the first overseas assignment is made during the orientation. First and second overseas assignments are directed and will normally be for a period of two years each. Typical initial assignments would be as a junior Office Management Specialist in a large office overseas. Rarely, and only under extraordinary circumstances, would a newly-hired Office Management Specialist career candidate be given an assignment to a domestic (U.S.) location.

QUALIFICATIONS AND SPECIALIZED EXPERIENCE REQUIREMENTS

An applicant must be a US citizen between the ages of 20-59, a high school graduate or equivalent, and demonstrate a strong command of the English language to include grammar, spelling and punctuation. Professional-level speaking ability in a foreign language is welcome, but not a requirement for applying. However, the applicant must be willing to be trained by the Department of State in a foreign language to meet a job requirement or expectation. These will be important considerations in the competitive process. After completion of the on-line employment application, selected candidates must present a Microsoft Office Specialist (MOS) Certificate in Microsoft Office Word 2003, Specialist Level, before being invited to the oral examination. Testing centers for Microsoft certification can be found at www.certiport.com. Candidates must also pass a proctored proofreading test that will be administered at the time of oral assessment. In addition, they will be required to write an essay to show how effectively they can develop and express ideas in writing. The essay will be judged on how logically and clearly it is written and how well the applicant follows general rules of standard written English. Those candidates who demonstrate professional-level proficiency in a foreign language will have bonus points added to their oral assessment score. Bonus points are awarded for only one foreign language.

In addition to the above, all applicants must possess the following work related experience:

All work-related experience must be of a progressively responsible nature. Positions that have a combination of secretarial, administrative assistant or office management components should be described with percentages attributed to the amount of time devoted to the various duties. (Failure to do so may delay application processing.) DESCRIPTION OF DUTIES

Serving in support of the employees of the United States government and their eligible family members, the Regional Medical Officer/Psychiatrist (RMO/P) may work independently or in conjunction with other Foreign Service medical personnel. The RMO/P duties include implementing the following procedures at each post of responsibility:

* Provide primary psychiatric care for each post in the RMO/P's geographical region.
* Coordinate medical evacuation of patients from post to appropriate treatment facilities.
* Regularly visit all overseas posts within the RMO/P's geographical region to provide direct patient care and preventive mental health programs relevant to Foreign Service communities.
* Provide crisis intervention in situations such as terrorist incidents, political disturbances, or natural disasters where USG personnel are involved.
* Provide consultations to health unit staffs, post management, and community schools at regional posts and the RMO/P's post of assignment.
* Advise post management on mental health issues and morale problems affecting Foreign Service communities.
* Assist each post in the identification, evaluation and selection of competent local mental health care providers.
* Assist other Foreign Service health professionals in the management of medical problems as needed.

Foreign Service Medical Officers/Psychiatrists are considered "essential personnel" and are on call to provide services 24 hours a day, 7 days a week.

THE REGIONAL MEDICAL OFFICER/PSYCHIATRIST CAREER

The Office of Medical Services in the Department of State maintains and promotes the health of employees and their accompanying family members who represent United States government agencies abroad. The Department assigns Foreign Service Medical Officers/Psychiatrists, Medical Officers, Health Practitioners, and Medical Technologists to selected posts overseas. Many of these posts have significant health risks and local medical care that is inadequate by U.S. standards. The Foreign Service Medical Officer/Psychiatrist is responsible for providing mental health care to members of the official American community in several countries within a regional geographic area.

Regional Medical Officers/Psychiatrists are presently serving in Accra, Bangkok, Cairo, Lima, Nairobi, London, Mexico City, Moscow, New Delhi, Pretoria, Tokyo, Vienna, and the District of Columbia.

While the preference of an applicant for a particular post or area of assignment is given every possible consideration, assignments are dictated by "the needs of the service."

COMPENSATION AND TENURE

The salary range for RMO/P is FP-01, Step 1 through 14. The salary is dependent on such factors as graduate level education and directly-related specialized experience not used to satisfy qualifications criteria. Salary level will be determined at the time of a conditional offer of employment. To be creditable, such education and specialized experience must be in excess to that which is required to qualify as described under education and specialized experience requirements and will be determined at the time of a conditional offer of employment. Individuals already working in government positions may be appointed based on highest previous rate as a Federal employee.

The Department of State has current authority from the Office of Management and Budget to enter into agreement with psychiatrists enabling allowances of $30,000 a year to full-time physicians with more than five years of Federal service, $22,000 a year to full-time physicians with more than 2 years of Federal service, and $14,000 to those with less than two years of Federal service. Federal service must have been as a physician.

EDUCATION

* One in-grade step increase may be given for the first (and only the first) graduate degree below the doctoral level in a work-related field, awarded before the date of appointment.
* Two additional steps may be given for a doctoral degree in a work-related field, awarded before the date of the appointment.
* One step for a masters degree from an accredited college or university in public health

EXPERIENCE

* Two steps for board certified in Psychiatry and/or Neurology or other appropriate areas of board certification, which after evaluation and review are deemed appropriate to the needs of the Service. In addition, the psychiatrist receives at least 10 hours of category 1 CME credit through an annual State Department-sponsored continuing medical education program.
RMO/Ps are considered for promotion annually in competition with others in their specialty, and have the promotion headroom to achieve senior Foreign Service ranks. Foreign Service career candidates are considered for tenure by a tenuring board after they acquire a minimum of three years experience in the Foreign Service as a specialist career candidate.

MEDICAL CREDENTIALING & INDEMNIFICATION

Applicants are subject to a medical credentialing process conducted by the Quality Improvement Staff of the Office of Medical Services. The medical credentialing process includes queries of the National Practitioner Data Bank and Physician Data Profile through the American Medical Association (AMA). Once hired, medical personnel are indemnified for official duties only through the U.S. Federal Tort Claims Act.

QUALIFICATIONS AND REQUIREMENTS

In addition to the general requirements for employment in the Foreign Service, an applicant must have a Doctor of Medicine degree or equivalent degree at the time of appointment, as stipulated below, and be able to pass a writing skills assessment which may be conducted following successful completion of the initial review stage and qualifications review panel. The panel will recommend the most competitive candidates be invited to take a proctored writing examination. The ability to draft an essay which will demonstrate a command of English grammar, spelling, and punctuation will be an important consideration to participate in an oral assessment, which is explained further in the enclosed supplement, "Information and Benefits for Foreign Service Specialists."

EDUCATION REQUIREMENT

DEGREE: Doctor of Medicine or Doctor of Osteopathy degree from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine degree or equivalency degree from a foreign medical school that provided educational and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign county.

GRADUATE TRAINING: The applicant must have completed an internship and psychiatric residency training program approved by a recognized accrediting body within the United States or Canada.

LICENSURE AND BOARD CERTIFICATION

Applicants must have a current, valid, and unrestricted license to practice medicine in a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Applications will not be accepted from psychiatrists who are not currently licensed. The American Board of Psychiatry and Neurology must currently certify applicants in psychiatry. Board must certification and re-certification must be maintained.

SPECIALIZED EXPERIENCE REQUIREMENTS

Applicants must have a minimum of five (5) years of post-residency clinical experience in adult or child/adolescent psychiatry with at least 50% of the applicant's time involved in direct patient care during the last 5 years.

Applicants with only four years of clinical experience beyond residency may apply for a position, in anticipation of completing the five-year requirement at the time of appointment. Such experience will be evaluated on an individual basis.

Applicants must be able to sufficiently integrate clinical, administrative and management skills to effectively meet the mental health needs of U.S. Foreign Service employees and their eligible family members assigned overseas. Regional Medical Officer/Psychiatrists must be skilled and experienced clinicians able to gain the confidence of their patients, co-workers and supervisors, and capable of working independently in complex and difficult situations. Applicants must be able to recognize and treat a wide range of mental health disorders and manage the special challenges of providing care to a diverse population, scattered over a large geographical area where local medical and mental health resources may be limited or not-existent. Clinical experience in child/adolescent psychiatric, marital/family therapy, cross cultural psychiatry, crisis intervention and substance abuse is desirable.

The applicant must be able to provide expert consultation and guidance to Foreign Service Medical Officers and other health practitioners with varying backgrounds and levels of training. Applicants with experience in team building, leadership, and management in a multidisciplinary setting are preferred. Applicants must have effective written and oral communication skills and the ability to present findings in a clear and concise manner to both medical and non-medical personnel. Public speaking skills as well as knowledge and hands-on familiarity of computer systems and software are also desirable qualities.

The RMO/P's patient population is unique because of background and lifestyle as part of a diplomatic community overseas. This population also differs in terms of clinical and administrative needs and the national security concerns inherent in their employment. Therefore, at least one (1) overseas assignment as a Foreign Service Regional Medical Officer/Psychiatrist is preferable. A thorough understanding of the unique needs of the Department and the rigors of Foreign Service life is also preferred.

Foreign Service Office Management Specialists are appointed as Foreign Service career candidates with the Department of State. Duties vary greatly depending on the size of the post and the particular position to which assigned. A strong command of the English language, superior office management skills and in-depth knowledge of office computer software are essential for this position. Foreign Service Office Management Specialists are frequently called upon to perform a variety of special duties in addition to regular functions. Basic duties may include the following:

SPECIAL CIRCUMSTANCES

Foreign Service Office Management Specialists are an essential part of an overseas mission. It is not uncommon to work extensive overtime because of the political climate of the host country, official visits or an unexpected event. On a rotating basis, Office Management Specialists may also be required to serve as "duty Office Management Specialist" (on call after hours for a week at a time) to provide urgent support to any office in the mission. At small posts, Office Management Specialists may also be required to serve as Information Systems Administrators or as back-up Information Management Specialists (handling official telegraphic messages and diplomatic pouches).

INITIAL GRADE/ADMINISTRATIVE PROMOTION/TENURE

Newly-hired Office Management Specialist career candidates are assigned at the FP-07 level. The specific step (or salary) within that level will be determined at the time a firm offer of employment is made. Federal Civil Service employees who are appointed as Office Management Specialist career candidates without a break in service will also be assigned at the FP-07 level. Specific step (or salary) for these career candidates will be set at the nearest possible salary rate of their previous grade.

After 18 months of service, FP-07 Office Management Specialist career candidates are administratively promoted to FP-06 upon confirmation that their performance has been satisfactory or better.

Foreign Service Office Management Specialist career candidates are considered for tenure (career status) after they acquire a minimum of two years of experience in the Foreign Service. A Tenuring Board recommends tenure based on demonstrated ability to perform satisfactorily and the potential to perform at higher levels. COMPETITIVE PROMOTION/WITHIN-GRADE INCREASES

In general, Foreign Service employees with good performance receive a within-grade increase annually up through step 10 of their specific level, and biennially from step 10 through step 14.

ORIENTATION/TRAINING/ASSIGNMENT

Newly-hired Office Management Specialist career candidates are initially assigned to Washington, D.C. for a three-week orientation followed by a three-week Office Management Specialist training class and a two-day security seminar. Additional training may include language training (depending on the requirements of the first overseas post), area studies (an intensive study of the region of assignment), etc.

Notification of the location of the first overseas assignment is made during the orientation. First and second overseas assignments are directed and will normally be for a period of two years each. Typical initial assignments would be as a junior Office Management Specialist in a large office overseas. Rarely, and only under extraordinary circumstances, would a newly-hired Office Management Specialist career candidate be given an assignment to a domestic (U.S.) location.

QUALIFICATIONS AND SPECIALIZED EXPERIENCE REQUIREMENTS

An applicant must be a US citizen between the ages of 20-59, a high school graduate or equivalent, and demonstrate a strong command of the English language to include grammar, spelling and punctuation. Professional-level speaking ability in a foreign language is welcome, but not a requirement for applying. However, the applicant must be willing to be trained by the Department of State in a foreign language to meet a job requirement or expectation. I. A CAREER IN THE FOREIGN SERVICE

The Department of State is seeking Foreign Service Diplomatic Couriers to serve as international diplomatic couriers. Initially appointed in Washington, DC for training, the Diplomatic Courier career candidate must agree to work at and travel to any of the U.S. Embassies and Consulates worldwide. Candidates must agree not only to travel to any U.S. diplomatic or consular post abroad, but also to be assigned to any of the nine Regional Diplomatic Courier Offices worldwide, according to the needs of the Foreign Service.

III. DIPLOMATIC COURIER CAREER

DUTIES AND RESPONSIBILITIES

Couriers are responsible for the security of the Department of State’s Courier accompanied diplomatic pouch operations worldwide. Diplomatic Courier duties may include the supervision of subordinate staff and the actual performance of some, or all, of the following functions:

1. Provide Diplomatic Courier services for the Department of State and other U.S. government agencies that may need to transmit official, government classified or sensitive materials across international boundaries. Identify needed logistical support; provisioning for the storage or staging of the pouch; detect and bring to resolution the cause and impact of delays or other logistical problems; as well as adjust plans and schedules for all related actions to accommodate timely and secure movement of pouches.

2. Develop, plan, and implement pouch escort programs and schedules; assess the efficiency and effectiveness of operations and provide practical solutions; ensure the proper allocation and expenditure of appropriated funds; and provide timely and appropriate pouch delivery and dispatch services to posts worldwide. Responsible for maintaining internal management controls in order to prevent waste, fraud and mismanagement.

3. Manage, regulate, coordinate, or otherwise exercise control over the pouch material through application of material management functions. This includes initial planning, provisioning and determining handling and accountability, and oversight of physical accountability (maintenance and management of inventory records, conduct of periodic inventories, and releases from accountability).

4. Plan, coordinate and implement travel and transportation pouch support needs domestically and at posts serviced worldwide, including motor vehicle operations and needs, issuance of travel orders, and ticketing for commercial and military air and surface transportation. Evaluate, negotiate, and participate in awarding contracts with commercial organizations and other government agencies involved in provision of, or support of, travel and transportation activities.

5. Enforce Department of State pouch regulations required to ensure the inviolability of diplomatic pouches from the point of origination to international destinations as governed by the terms and authorities of the Vienna Convention.

6. Assess risks to movement of diplomatic pouches and cargo to ensure against any infringement of diplomatic rights and privileges as established by the terms of the Vienna Convention; detect and report attempts to damage or subvert the principal of inviolability of the diplomatic pouches and cargo.

7. Conduct, administer and implement diplomatic pouch security training and training assistance programs for U.S. foreign affairs agencies’ personnel, and officials of designated foreign governments.

INITIAL ASSIGNMENT

Diplomatic Couriers will normally be assigned to one of nine Regional Diplomatic Courier Offices located in: Dakar, Senegal; Bangkok, Thailand; Frankfurt, Germany; Manama, Bahrain; Pretoria, South Africa; Seoul, Korea; Miami, Florida and Washington, DC. Couriers are assigned responsibilities on a regional basis and serve Foreign Service posts in several countries, which will require frequent travel. A substantial portion of a Diplomatic Courier’s career is spent overseas and in nearly constant travel status. All Diplomatic Couriers must successfully complete approximately six weeks of training in the Washington, DC area, before commencing their initial tour of duty assignment.

INITIAL SALARY AND SALARY INCREASES

Initial salary at appointment will normally be at the first step of the Foreign Service grade FP-6. Exceptions may be made to increase the number of steps based upon such factors as a master’s degree in a related field and other directly related specialized experience. However, maximum salary is limited to the grade FP-6.

Salaries are determined at the time a final offer of employment is made. Entry-level salary for Federal civilian employees, appointed without a break in service, will be set at the step within the Foreign Service grade FP-6 that is nearest to the base salary rate of their previous salary, providing that the previous experience is job-related.

Upon relocating overseas, salaries may be adjusted to include cost-of-living allowance, post differential, danger pay, and/or other allowances specific to posts of assignment. The actual differences in pay will be determined by the location of assignments.

Couriers will be administratively promoted from grade FP-6 to the FP-5 level after 12 months of satisfactory performance, and to FP-4 after an additional 18 months of satisfactory performance. To proceed beyond the FP-4 level, Couriers are considered for promotion annually in competition with their peers.

QUALIFICATIONS AND REQUIREMENTS

General requirements for employment in the Foreign Service are explained on-line at the website. Male applicants born after December 31, 1959 must be in compliance with the Selective Service Act. Applicants must possess a valid U.S. driver’s license. An initial qualification review is conducted of all applicant files to determine if they meet the minimum qualifications for the position. That information is contained within the minimum qualifications checklist which is enclosed in this announcement. Only qualified, competitive applicants will be invited to take a proctored writing skills examination. The ability to draft an essay demonstrating a strong command of English grammar, spelling and punctuation is essential. A passing grade on the written examination allows the applicant to proceed to further evaluation of qualifications. A written questionnaire must be satisfactorily completed before a personal oral interview will be administered. Candidates who are successful in all phases of the assessment process will be given the oral examination. Prior to appointment, Diplomatic Courier candidates must undergo a thorough background investigation and be eligible for a Top Secret security clearance. Candidates must also receive a Department of State class one medical clearance (unlimited clearance for worldwide assignment). This means that candidates must be generally healthy and free of medical conditions that might require specialized or follow-up medical care that cannot be obtained on a worldwide basis.

Candidates must be willing and able to travel extensively throughout the world utilizing whatever means are available. Traveling and assignments abroad may involve working in remote areas where creature comforts and medical facilities are limited. Diplomatic Couriers may be required to travel to locations of civil unrest where conditions are potentially hostile and performance of duties is conducted under hazardous circumstances. Applicants must have at least an Associate’s level degree from an accredited college or university at the time of appointment. Specialized experience is that which demonstrates that the applicant has acquired and is able to apply a combination of specific knowledge, skills and abilities appropriate to a Foreign Service Diplomatic Courier position. Examples are:

1. Experience in office operations in a government agency or a business or an industrial firm servicing a client or client organization, demonstrating initiative, ingenuity, resourcefulness and judgment required to organize, implement and accomplish tasks.

2. The ability to think logically and objectively, to analyze and evaluate facts, and to apply sound judgment in assessing the practical implications of solutions such as that required for negotiating contracts, and scheduling services or production runs.

3. Responsibility for planning and scheduling resource needs, or organizing requirements for deliverables.

4. Experience preparing written and oral reports and presentation of findings in a clear and concise manner.

5. Interpersonal skills, including cultural sensitivity, discretion, tact, and capacity for obtaining the cooperation and confidence of others, such as a team effort and supervision of service or production effort.

6. Experience in dealing with airline and other transportation scheduling and routing practices and customs processes, agents or officials, such as that which would be involved in transporting materials across international boundaries.

All experiences must have been of a progressively more responsible nature. The experience must include at least four of the six specialized experience areas listed above. Evidence of working and/or living in a multicultural environment is desirable.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

1. Applicants with 18 credit hours of undergraduate level study in addition to an Associate’s level degree may substitute that academic achievement for a year of specialized experience.
2. A Bachelor’s level degree from an accredited university may be substituted for two years of general experience.

Completed applications are reviewed to ensure that candidates meet the minimum qualifications for the position. Number of Vacancies: The Department of State is developing a rank-order List of Eligible Hires to fill a limited number of Foreign Service Security Engineering Officer (SEO) vacancies. The Department expects to hire approximately 18 Security Engineering Officers in the fiscal year ending September 2006.

DESCRIPTION OF DUTIES

Foreign Service Security Engineering Officers (SEOs) of the Bureau of Diplomatic Security are responsible throughout the world for the protection of Department of State personnel, facilities, and sensitive information from acts of crime, terrorism, and technical espionage. As professional-level engineers, their mission is accomplished through the performance of some or all of the following functions or tasks:

* Administer and manage technical and information security programs, projects, and resources worldwide.
* Conduct technical security assessments and recommend security upgrades to deter terrorism and technical espionage.
* Plan and conduct technical surveillance countermeasures (TSCM) surveys to detect and nullify technical penetrations of Department of State facilities at 260 locations around the world.
* Identify security risks, analyze those risks, and specify system requirements and procedural measures to ensure the integrity of stand-alone computers and network information systems.
* Plan and conduct certification tests, as well as maintain the security needs for information processing and secure conferencing facilities.
* Produce a variety of written documents including memoranda, trip reports, telegraphic communications with posts; and engineering surveys or service report detailing specific engineering services planned or performed.
* Perform extensive travel throughout the world to service overseas embassies and consulates, often in remote locations, including the transport of technical supplies and materials (and on occasion, diplomatic pouches) by airplane, train, and public transportation.
* Specify, design, procure, install, and certify equipment or products for technical security and information technology systems, such as:

1. Technical systems/closed-circuit television, intrusion detection and alarms, locking devices, access control and denial systems, countermeasures equipment, and acoustic/RF attenuation technologies.

I. A CAREER IN THE FOREIGN SERVICE

The Department of State is seeking Foreign Service Security Engineering Officers to serve at U.S. embassies and consulates worldwide. Worldwide availability is an essential requirement of the job. Candidates must agree not only to serve at any U.S. diplomatic or consular post abroad, but also at domestic locations such as the Department of State in Washington, DC, and the Florida Regional Center in Fort Lauderdale, FL. Security Engineering Officers also provide support to the U.S. Mission to the United Nations in New York City, and various regional field offices located throughout the United States.

II. FOREIGN SERVICE SELECTION PROCESS

The Foreign Service selection process may be lengthy, multi-staged, and due to the limited number of appointments available, highly competitive. It commences upon receipt of the candidate's application materials and will continue until the candidate is appointed from a list of eligible candidates (a process which can take as long as a year or more), or candidacy is terminated.

III. THE SECURITY ENGINEERING OFFICER CAREER

INITIAL ASSIGNMENTS
All Security Engineering Officers must complete approximately seven months of specialized training in the Washington, DC area upon their entry on duty with the Department of State. Failure to successfully complete all aspects of this training could result in separation.

Domestic Assignments - A Security Engineering Officer assigned to a domestic position will be assigned to one of the functional areas within the Bureau of Diplomatic Security. Functional areas include: programs, systems, operations, maintenance, logistics, and engineering. Operational assignments may include countermeasures inspections (both domestically and at overseas posts), participation in worldwide maintenance programs, computer security assessments and planning, security engineering support for the Secretary of State, administrative support to overseas Engineering Services Offices, and a variety of engineering support functions and surveys. A domestic position may also involve overseas travel.

Overseas Assignments - A Security Engineering Officer assigned to a position abroad will serve as a security engineer at any of the Engineering Services Centers or Engineering Services Offices located at U.S. diplomatic or consular posts around the world. While working at Foreign Service posts, Security Engineering Officers are responsible for a broad range of technical security services to protect Foreign Service personnel, facilities, operations, and information against hostile intelligence, criminal, and terrorist activities. Security Engineering Officers serving at Engineering Services Centers are assigned responsibilities on a regional basis and support several countries. These assignments require frequent travel and some long period of temporary duty assignments.

The beginning salary within the FP-04, FP-05, or FP-06 pay grades is dependent upon the experience and education of the candidate, and will be determined at the time of a conditional offer of employment. The entry-level salary for Federal Civil Service employees appointed to the Foreign Service without a break in service will be set at the rate, within the Foreign Service grade to which they are appointed, that is nearest to the salary rate of their previous GS salary, provided the work performed in the previous position is relevant to activities of the Diplomatic Security Engineering Officer position

Salaries at the time of appointment may also be adjusted to include domestic locality pay. Overseas salaries may be adjusted to include cost-of-living allowances, post differentials, danger pay, and/or other allowances specific to the post of assignment. The actual differences in pay will be determined by the location of assignments.

Performance is evaluated in writing annually by a supervisor. Security Engineering Officers are administratively promoted from the FP-06 to the FP-05 level after 12 months of satisfactory performance, and to the FP-04 level after an additional 18 months of satisfactory performance. At the FP-04 level and beyond, positions of increasingly higher responsibility are achieved as a result of competing for promotions that are earned through quality performance and demonstrated potential. To earn promotion above the FP-04 level, Security Engineering Officers must receive tenure and are considered for promotion annually in competition with their peers.

IV. QUALIFICATIONS AND REQUIREMENTS

A qualifications evaluation panel will review all applicant files and recommend only the most competitive applicants to take a proctored examination that assesses the applicant's writing skills. The ability to draft an essay demonstrating a strong command of English grammar, spelling and punctuation is essential. A passing grade on the written essay allows the applicant to proceed to the personal interview and oral assessment portion of the candidate selection process.

Prior to appointment, Security Engineering Officer candidates must undergo a thorough background investigation to determine eligibility for a TOP SECRET security clearance and the candidate's suitability for appointment to the Foreign Service and undergo an extensive medical examination to obtain a medical clearance for worldwide service. Additionally, all Security Engineering Officer (SEO) candidates must be eligible for a TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI) security clearance. With few exceptions, the SEO candidate and all immediate family members (spouse, parents, siblings, children, or cohabitants) must be citizens of the United States to qualify for SCI Clearance. A candidate that already holds Top Secret, but does not hold SCI access, will require an upgrade to SCI before he or she can report for training or duty.

EDUCATION REQUIREMENT:

Applicants must hold at the time of appointment at least the equivalent of a Bachelor of Science degree from an accredited U.S. college or university in one of the following fields:

* Electrical Engineering, Electronics Engineering, Computer Engineering, Mechanical Engineering, Electrical Engineering Technology, Electronics Engineering Technology, Security Engineering Technology, or Physics.

SPECIALIZED EXPERIENCE REQUIREMENTS

Applicants for this position should have academic achievements and/or job-related experience that reflect progressively increasing levels of performance and responsibility. They must be able to demonstrate experience and abilities in some or all of the following areas.

PHYSICAL DEMANDS

Some of the essential functions of the job have a physically demanding component. For instance, in conducting technical surveillance countermeasures surveys, a Security Engineering Officer is periodically required to perform work that requires regular and recurring period of prolonged standing, bending, and stretching. A Security Engineering Officer is required periodically to climb ladders and work from heights in performing the essential duties. Other essential duties of the job may involve recurring lifting of moderately heavy equipment and tools.
