Has anyone else tried going back to school through WorkOne?

I've reciently tried going back to school through the WorkOne program. And I'm running into a lot of B.S. I've had to take what I would like to call an "idiot" test (TABE test), but I was told I would be placed into a vocational school within a few days. Now I find out that was a lie. Now they are telling me I have to have a "personality test",as well as speaking with 3 other people in the trade of my choice, AND a criminal background check before I'm allowed to go any further.
Since when do we have to have a criminal background check to get help? Better yet, whose tax money is going to pay for that? Yours? Mine? Just how does this work anyway?
I guess only the rich get to have an education in Indiana.
